建筑業轉型升級加速,建筑工人如何變身“產業工人”待解

新中國(guo)成立70年來,尤(you)其是黨的十八大以來,我(wo)國(guo)建(jian)(jian)筑(zhu)業不斷取(qu)得新進展(zhan)(zhan),為推(tui)(tui)動(dong)(dong)住房(fang)和(he)城(cheng)鄉建(jian)(jian)設事(shi)業跨越(yue)式(shi)發(fa)展(zhan)(zhan)、加速(su)改變城(cheng)鄉面貌(mao)提供(gong)了有力支撐。建(jian)(jian)筑(zhu)業蓬勃發(fa)展(zhan)(zhan)的背后始終離不開“人(ren)”,據統計,目前我(wo)國(guo)建(jian)(jian)筑(zhu)業從(cong)業人(ren)員占全國(guo)就業人(ren)口的比重超過7%,為吸納農村剩余勞動(dong)(dong)力、推(tui)(tui)動(dong)(dong)建(jian)(jian)筑(zhu)業快速(su)發(fa)展(zhan)(zhan)、加快城(cheng)市化(hua)進程(cheng)作出了巨大貢獻。

盡管整體而(er)言我國(guo)建(jian)筑(zhu)業(ye)(ye)(ye)從業(ye)(ye)(ye)人員數量不(bu)菲(fei),但其(qi)中存在的結構失衡、職業(ye)(ye)(ye)化(hua)(hua)不(bu)強等問題卻(que)不(bu)容忽視。多位長(chang)期研究建(jian)筑(zhu)工人問題的業(ye)(ye)(ye)內專(zhuan)家一致認(ren)為(wei):當前(qian)我國(guo)建(jian)筑(zhu)工人“老(lao)齡化(hua)(hua)”趨勢越來(lai)越明顯(xian),未來(lai)相關企業(ye)(ye)(ye)可(ke)能長(chang)期面(mian)臨“用工難”問題。因此,無論對(dui)行(xing)業(ye)(ye)(ye)還是對(dui)企業(ye)(ye)(ye)而(er)言,加(jia)快推進建(jian)筑(zhu)工人職業(ye)(ye)(ye)化(hua)(hua),打造一批高素質(zhi)的建(jian)筑(zhu)工人隊伍都(dou)迫在眉睫。

建筑工人“老齡(ling)化(hua)”等問題形勢(shi)嚴峻(jun)

國(guo)家統計(ji)局日前(qian)發布的新中(zhong)(zhong)國(guo)成(cheng)立(li)70周年(nian)經(jing)濟社(she)會發展(zhan)成(cheng)就報告(gao)顯示,70年(nian)來,我國(guo)建(jian)(jian)筑(zhu)(zhu)業迅速發展(zhan),產值規模(mo)不斷擴(kuo)大。1956年(nian)總產值突(tu)(tu)(tu)破(po)百億(yi)(yi)元(yuan)大關(guan),1988年(nian)突(tu)(tu)(tu)破(po)千億(yi)(yi)元(yuan)大關(guan),2017年(nian)則突(tu)(tu)(tu)破(po)了20萬(wan)億(yi)(yi)元(yuan)大關(guan)。與此相對(dui)應的是(shi)建(jian)(jian)筑(zhu)(zhu)業從業人(ren)員的不斷擴(kuo)容,新中(zhong)(zhong)國(guo)成(cheng)立(li)初期(qi),我國(guo)建(jian)(jian)筑(zhu)(zhu)業有組織的建(jian)(jian)筑(zhu)(zhu)職工不到20萬(wan)人(ren);2018年(nian),全國(guo)建(jian)(jian)筑(zhu)(zhu)業企業年(nian)末從業人(ren)員達到5563萬(wan)人(ren),是(shi)新中(zhong)(zhong)國(guo)成(cheng)立(li)初期(qi)的278倍。

建筑(zhu)(zhu)(zhu)業(ye)從(cong)業(ye)人(ren)(ren)員的(de)數量隨著(zhu)行業(ye)規(gui)模的(de)擴大(da)實現了“井噴式”增長,但隱藏在其中的(de)問題也(ye)日益顯(xian)現。2012年(nian)(nian)和2018年(nian)(nian),南通(tong)(tong)大(da)學交通(tong)(tong)與土(tu)木工(gong)(gong)程(cheng)學院工(gong)(gong)程(cheng)管理系主任陳敏(min)在對江蘇省南通(tong)(tong)市建筑(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)群體(ti)進(jin)行調查和分析后發(fa)現:2012年(nian)(nian)初(chu)中及以下學歷的(de)建筑(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)占比82%,2018年(nian)(nian)則上升到88.4%;2012年(nian)(nian),75.1%的(de)建筑(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)無職(zhi)業(ye)資格證書(shu),2018年(nian)(nian)略(lve)微下降至72%;在年(nian)(nian)齡上,2012年(nian)(nian)建筑(zhu)(zhu)(zhu)工(gong)(gong)人(ren)(ren)的(de)平均年(nian)(nian)齡為42.6歲,2018年(nian)(nian)則為46.7歲。

“目(mu)前,建(jian)(jian)筑工(gong)(gong)人(ren)(ren)群體廣(guang)泛存在老(lao)齡化嚴重、流動(dong)(dong)性高、技能水平(ping)普遍偏低(di)等問題。未(wei)來很(hen)長(chang)一段時間內,建(jian)(jian)筑業(ye)(ye)勞動(dong)(dong)力(li)供給(gei)量預(yu)計會持續下降,行業(ye)(ye)可能會面(mian)臨(lin)持續的、全局性的勞動(dong)(dong)力(li)供給(gei)短缺(que)問題,企業(ye)(ye)也將長(chang)期面(mian)臨(lin)‘用工(gong)(gong)難’窘(jiong)境。同(tong)時,到2025年(nian)(nian)45歲以上建(jian)(jian)筑工(gong)(gong)人(ren)(ren)占比預(yu)計將接(jie)近50%,建(jian)(jian)筑工(gong)(gong)人(ren)(ren)‘老(lao)齡化’現(xian)象在不斷(duan)加劇。”陳敏在前不久于南通大學舉行的“2019年(nian)(nian)江蘇省工(gong)(gong)程管(guan)理年(nian)(nian)會暨第(di)四屆(jie)工(gong)(gong)程管(guan)理研究生學術論壇”上表(biao)示。

不(bu)止是(shi)學界(jie)高度關注建筑(zhu)工(gong)人(ren)(ren)群體面臨(lin)的(de)突出(chu)問(wen)題(ti),今年全國“兩(liang)會(hui)”期間,全國人(ren)(ren)大代表、中(zhong)國五冶(ye)集團有限公(gong)司(si)董事長(chang)程并強表示,目(mu)前我國一線建筑(zhu)工(gong)人(ren)(ren)普遍缺(que)乏技能培訓,初中(zhong)及以(yi)下(xia)文化程度的(de)建筑(zhu)工(gong)人(ren)(ren)大量存在,且人(ren)(ren)員(yuan)老齡化、用工(gong)短缺(que)等(deng)問(wen)題(ti)突出(chu),這(zhe)與建筑(zhu)業(ye)邁(mai)向智能化、機(ji)械化、自動化的(de)發(fa)展(zhan)趨勢極不(bu)匹配,已(yi)無法滿足建筑(zhu)行業(ye)日(ri)新月異的(de)發(fa)展(zhan)需要。

對此,東南(nan)大學(xue)(xue)土木工(gong)程學(xue)(xue)院教授李啟明建(jian)(jian)議,應加快推進建(jian)(jian)筑(zhu)產業(ye)(ye)工(gong)人職業(ye)(ye)化進程,推動建(jian)(jian)筑(zhu)工(gong)人從“農(nong)民工(gong)兄弟”變為高素(su)質(zhi)的“專業(ye)(ye)產業(ye)(ye)工(gong)人”。同時,還應加快研發和推廣應用建(jian)(jian)造(zao)機(ji)器人,提升建(jian)(jian)筑(zhu)業(ye)(ye)生產率和建(jian)(jian)造(zao)品質(zhi)。

如何推進建筑工人職業化任重道(dao)遠(yuan)

事實(shi)上(shang),在推動(dong)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)(ren)職業化發展方面,國(guo)家早已開始發力(li)。2017年2月出(chu)臺的《國(guo)務院辦公廳(ting)關(guan)于促(cu)(cu)進建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業持續健(jian)康發展的意見》特別提出(chu),要加快培(pei)養建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)人(ren)(ren)才和改革(ge)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)用工(gong)制度。其(qi)中要求(qiu),到2020年,建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業中級(ji)工(gong)技(ji)能水平以上(shang)的建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)(ren)數量達到300萬(wan),2025年進一步增長到1000萬(wan)。同時,還要積極促(cu)(cu)進建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業農民工(gong)向技(ji)術工(gong)人(ren)(ren)轉型(xing),對建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)(ren)進行實(shi)名制管理,翔實(shi)記錄建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)(ren)的培(pei)訓情(qing)況、職業技(ji)能、從(cong)業記錄等。

長期(qi)以來(lai),我國建(jian)筑(zhu)(zhu)工(gong)人(ren)隊伍為(wei)何(he)整體職業(ye)(ye)化(hua)程(cheng)度偏(pian)低(di)、素質(zhi)不高?江蘇省住房和(he)城鄉(xiang)建(jian)設廳(ting)副(fu)巡視員章小剛分析認(ren)為(wei),主要原(yuan)因(yin)有:部分施工(gong)企業(ye)(ye)用工(gong)混(hun)亂,工(gong)人(ren)工(gong)作環境差、勞動(dong)強度高、流(liu)動(dong)性(xing)大,勞務企業(ye)(ye)管(guan)理較為(wei)粗放,建(jian)筑(zhu)(zhu)工(gong)人(ren)本身缺(que)乏主動(dong)的職業(ye)(ye)化(hua)意識等。對此,他認(ren)為(wei),可以從建(jian)筑(zhu)(zhu)用工(gong)改革、職業(ye)(ye)能力提升和(he)權益保障與改善等方面著手解決。

“在(zai)建(jian)筑(zhu)用工(gong)(gong)改革方(fang)面(mian),應(ying)重(zhong)點培(pei)(pei)育專(zhuan)業(ye)(ye)(ye)(ye)(ye)作業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)。同(tong)時,要(yao)加大(da)對(dui)專(zhuan)業(ye)(ye)(ye)(ye)(ye)作業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)的政(zheng)策扶持力(li)度,落實專(zhuan)業(ye)(ye)(ye)(ye)(ye)作業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)在(zai)增值稅(shui)、行(xing)政(zheng)事業(ye)(ye)(ye)(ye)(ye)性(xing)收費(fei)、政(zheng)府性(xing)基金等(deng)方(fang)面(mian)的減(jian)免政(zheng)策,對(dui)不裁員或少裁員的員工(gong)(gong)制企業(ye)(ye)(ye)(ye)(ye)按規定返(fan)還失業(ye)(ye)(ye)(ye)(ye)保(bao)險費(fei),并為符(fu)合條件的企業(ye)(ye)(ye)(ye)(ye)員工(gong)(gong)提(ti)供免費(fei)崗前培(pei)(pei)訓和‘回(hui)爐’培(pei)(pei)訓。在(zai)提(ti)升建(jian)筑(zhu)工(gong)(gong)人(ren)能力(li)和權益保(bao)障方(fang)面(mian),應(ying)發揮企業(ye)(ye)(ye)(ye)(ye)主體作用,強(qiang)化(hua)建(jian)筑(zhu)工(gong)(gong)人(ren)在(zai)職(zhi)培(pei)(pei)訓,加強(qiang)對(dui)建(jian)筑(zhu)工(gong)(gong)人(ren)進行(xing)安全(quan)、法(fa)制、誠信教育。同(tong)時,要(yao)促進建(jian)筑(zhu)用工(gong)(gong)規范化(hua),探(tan)索(suo)建(jian)立適(shi)合建(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)特點的社會保(bao)險和個稅(shui)繳納機制,積極為建(jian)筑(zhu)工(gong)(gong)人(ren)營(ying)造(zao)體面(mian)的就業(ye)(ye)(ye)(ye)(ye)環境和生活環境。另外,還要(yao)樹立‘技(ji)(ji)高(gao)者(zhe)多(duo)得、多(duo)勞者(zhe)多(duo)得、績優者(zhe)多(duo)得’的鮮明導向,提(ti)高(gao)技(ji)(ji)術工(gong)(gong)人(ren)工(gong)(gong)資(zi)待遇。”章(zhang)小剛表示(shi)。

“只有建(jian)(jian)筑(zhu)工(gong)(gong)人(ren)(ren)的技術水(shui)平提升了(le),建(jian)(jian)筑(zhu)業的生產效率才(cai)能提升,建(jian)(jian)筑(zhu)業才(cai)能贏得持續(xu)穩定(ding)的發展。”江蘇省建(jian)(jian)筑(zhu)工(gong)(gong)程管(guan)理(li)局(ju)原副局(ju)長汪士和認(ren)為,在建(jian)(jian)筑(zhu)工(gong)(gong)人(ren)(ren)的工(gong)(gong)資(zi)(zi)問題上,不能不分(fen)技能高(gao)低“一(yi)刀(dao)切”發放(fang),應把工(gong)(gong)資(zi)(zi)分(fen)配向關鍵(jian)技能崗(gang)位傾斜。“干好干壞一(yi)個樣,培(pei)養不出高(gao)素質建(jian)(jian)筑(zhu)工(gong)(gong)人(ren)(ren)。”

在培育(yu)(yu)職(zhi)業(ye)化建(jian)筑(zhu)工人方面,中鐵四局(ju)集團總(zong)經理王(wang)傳霖建(jian)議,應搭(da)建(jian)“校(xiao)企(qi)合作、工企(qi)對接、政企(qi)互(hu)動(dong)”的(de)(de)三方合作模式,加大勞務輸出地政府部門的(de)(de)財政支持,比如建(jian)立建(jian)筑(zhu)產(chan)業(ye)工人人才庫,發展以(yi)中高級技工為(wei)主(zhu)(zhu)的(de)(de)技工隊伍,推動(dong)培訓(xun)證(zheng)書省(sheng)際互(hu)認(ren)、行(xing)業(ye)互(hu)認(ren)等,讓接受職(zhi)業(ye)教育(yu)(yu)的(de)(de)建(jian)筑(zhu)技術人員成為(wei)推動(dong)行(xing)業(ye)發展的(de)(de)主(zhu)(zhu)流。
